Where can I the latest information on WEEE and RoHS Implementation in the European Member States be found?

There is no place that currently has all the up to date implementation information by Member States on WEEE and RoHS. The EU official website CELEX in principal has such a site at http://europa.eu.int/celex/htm/celex_en.htm however as of the end of January 2005, it has not been updated since August 2004. This hopefully will be rectified soon. Follow these instructions to view the information on the site. Select the above link then go for the "menu searching" option in top left corner of the screen (you have to input the user name "enlu0000" and the password "europe" ). Select "legislation" and select the criteria in this case "directives" before pressing "go". To determine the status of the transposition of the WEEE Directive in the various Member States enter "2002/96/EC" in the search option. One of the results (at the bottom of the page) is the WEEE Directive. Chose the "all" flag and then select the "display the national implementing measures". Choose the country to link directly with the legislative reference.

Additionally, the DTI has commissioned a consultancy (Perchards) to produce a quarterly update on the transposition of the WEEE Directive. Finally in the seeba members' area of this website the texts from the Member States in both the national and English language along with key deviations from other countries are being published as details become available. It has been put in the members area because of the large amount of time required search and find the latest information. Members subscriptions are used to help fund this work. As of the end of January 2005, the site is fairly up to date, although for Finland we have only got the Finnish text of the WEEE and RoHS and although we understand Portugal have transposed the legislation, we have not yet been able to get hold of the text.

Because of the diversity of official languages used in Member States, is there any way to find a copy of all the national laws and regulations in English?
No - There is no requirement on Member States to publish an English language version of there own national legislation. English translations will however be put in the seeba members' area as they become available.
 
Under the principles of internal market and free movement of goods in the internal market, the goods allowed importation into a Member State should be able to move freely into other Member States. Will the difference/discrepancy among Member States effect or hinder the free movement of products among Member States once they have been imported into one of the Member States?

All products put on the market in a Member State must be registered in that country and will need to satisfy the regulations of that state even if it is first imported into another Member State. Once it has been sold the user can move between Member States freely with that product.

At the end-of-life the product becomes hazardous waste and movement between states is affected by the transport of hazardous waste legislation.
